The only thing I know is that Sebastian Tannert and me, who are the persons who are responsible for this package agree with GPL but both of us have currently no time to do the necessary work. (Yes, just rewriting the license statements is not much work but somebody has to do it.) So if you want to speed up just send us a patch with the License changed to GPL. We will copy it to CTAN with a new version number. Feel free to add yourself to the list of authors if you would have any further enhancements to the package.
