emacs21-non-dfsg (21.4a+1-1) unstable; urgency=low

  * New package: in accordance with the recent General Resolution
    (http://www.debian.org/vote/2006/vote_001), move all non-DFSG files to
    new packages that will be included in Debian's non-free section.
